Ryan Libhart Pereyda - Principal and CEO

 

Ryan Libhart Pereyda became the Principal and CEO of PCS on October 1, 2019. As CEO he is responsible for strategically managing the operations and resources of Patriot, making major corporate decisions, and seeking new business opportunities. Ryan is a California Maritime Academy graduate who sailed with Patriot not long after graduation.  He has a strong background in the commercial maritime industry and deep technical knowledge, including a Master of Science degree in Electrical Engineering from RWTH Aachen Technical University, in Aachen, Germany.  Over the last 15 years, he has held positions of increasing responsibility with APL and Eagle Bulk Shipping.

 

Lance Bardo - President

Lance Bardo joined PCS in 2011 and is our President.  In that position, he has overall responsibility for the performance of PCS, oversees operations issues regarding all of the vessels under PCS management.  Lance joined Patriot in 2011 as Technical Manager, was promoted to MSC Program Manager in 2012, and to VP Operations in 2016.   Lance completed over 29 years of service in the United States Coast Guard, retiring in 2010 as a Captain. His Coast Guard experience included extensive sea time and command of 7 ships, concluding with the construction, delivery and shakedown of the second National Security Cutter. He has a wide range of staff experience in federal financial and personnel management as well as joint service at the U.S. European headquarters.  He is a licensed merchant mariner with a B.S. in Mathematics from the U.S. Coast Guard Academy and an M.S. in Operations Research from the Naval Postgraduate School.

Boriana Farrar - Vice President and Chief Legal Officer

Boriana Farrar brings seventeen years of legal experience to PCS's senior leadership team. As the Vice President and Chief Legal Officer, Boriana provides expert and strategic counsel to the officers and upper management team, advising on all legal matters. Prior to joining the Patriot Team, Boriana was a Vice President, Senior Claims Executive and Counsel at the American P&I Club in New York, where she handled variety of P&I claims with focus on personal injury crew and passenger claims, casualties, charter party and contract disputes. Before joining the Club, Boriana was a partner at Hill Betts & Nash LLP, a prominent New York maritime law firm. Boriana holds a master’s degree in Admiralty & Maritime Law from Tulane Law School and another master’s degree in International Law from the University of San Diego School of Law. She has a thorough international background, having pursued her legal studies not only in the U.S. but also in her native Bulgaria, the U.K. and the Netherlands. In addition to her native language, she is fluent in English, Russian and German.

Cindy Kumar – Chief Financial Officer

Cindy Kumar joined PCS in 2020 and is our Chief Financial Officer.  In that position, she manages the financial planning and analysis, accounting operations, government reporting and Treasury services.  Cindy has over thirty years of financial management experience.  She started her career as an auditor for KPMG Peat Marwick.  She also worked as a finance manager for Pacific Bell Mobile Services when they were a start-up organization.  And more recently she served as the Vice President of Finance for Coolsystems, Inc, a $47M medical device company. Cindy has a BS in Business with an Accounting emphasis from the University of San Francisco, and she is a California Certified Public Accountant.

                                                                                                                        

                                                             

Shadd Williams – MARAD RRF Program Manager

Shadd Williams is PCS's MARAD RRF Program Manager.  He graduated from the U.S. Coast Guard Academy in 1988 with a BS in Marine Engineering.  He is an ISM/ISPS/MTSA auditor for vessel and company audits.   He currently performs OPA 90 Qualified Individual and Deputy Company Security Officer duties.  He performs detailed Root Cause Analysis (RCA) investigations.  He provides non-US clients with support during Port State Control visits to US ports and ensures EPA Vessel General Permit (VGP) compliance.  He assists clients in ISM compliance issues.   He previously worked for the American Bureau of Shipping (ABS) for 20 years as a Surveyor, Country & District Manager, and Regional Vice President with extensive experience on vessel and offshore platform classification and statutory regulation compliance issues.  He worked on both class/statutory surveys on vessels including new construction projects in S. Korea and the Philippines and was responsible for managing ABS offices for Northern Europe/West Africa before promotion to Vice President Corporate Classification.  He finished his ABS career as the District Manager of the US West Coast.   Prior to ABS, he was a fully qualified USCG Marine Inspector for commercial ships and offshore platforms, frequently assisting in Asia.  Duty stations included Far East Activities Japan.

Doug Chandler – MSC Program Manager

Doug Chandler serves as the MSC Program for the WATSON Class Contract, overseeing technical, engineering and management leadership responsibility of eight WASTON Class LMSR vessels. Doug joined Patriot in January of 2022 and previously served as Engineering Manager for the WATSON Class, USNS MARTIN and Surge Program while previously part of the Patriot Team. Prior to Patriot he served as Program Manager for Maersk Line Limited Maritime Security Program (MSP) container vessel program managing operations of nine US Flag ships and supervised the re-flag of fourteen foreign flag container vessels to US flag under the maritime security program. Doug completed 28 years of service in the US Navy as an Engineering Officer serving aboard two SSBN nuclear submarines and retired as Chief Engineer aboard USS Kearsarge (LHD-3). He has a breadth of experience in ship management, including both government and commercial shipyard overhaul expertise. He holds a Master of Science degree in Management from Troy university, and hails from the state of Virginia.
